Stocks Rise on ISM Report

After a choppy start to Tuesday's session, stocks are now trading comfortably higher. The August ISM Manufacturing survey declined, increasing traders expectations of a possible rate cut by the Federal Reserve.

In deal news, MetroPCS Communications (PCS | Quote | Chart | News | PowerRating) offered to buy Leap Wireless International (LEAP | Quote | Chart | News | PowerRating) for $5.27 billion.
